Description: | IT Requirements Manager To act as the IT Requirements Manager for the Institute, undertaking the purchasing of software and IT goods. Creating technical specifications and leading upon IT tenders. Ensuring compliance with procurement and best practice procedures to ensure that best value is obtained for the Institute. Providing operational procurement guidance to the teams within IT purchases. Project management for IT procurement projects as directed. To provide a central resource for IT purchasing knowledge and best practice. Location: Manchester (but predominantly work remotely. On occasion the candidate may be asked to attend the Manchester office) Job Type: Temporary Duration of booking: Expected to last 4 months with possible extension to 12 months Proposed start date: 22nd April Pay Rates: Up to £28 per hour Umbrella or £25 per hour PAYE inclusive of holiday pay Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am 5pm Sector: Healthcare Based: Office Duties and responsibilities Management and leadership To be a lead upon IT procurement activity within the Institute Contributing to the development, planning and delivery of the Institute s strategy for own and others area(s) of work to meet the Institute s organisational objectives Contributing to the effective governance of the organisation, ensuring that staff understand financial control issues, the importance of financial probity and their contribution to governance Ensuring that managers at all levels of the organization adhere to the financial and IT policies of the organisation and promoting good working practice Designing, developing and maintaining major information systems to meet the specifications of others across the organisation Providing practical support and advice on day-to-day work, ensuring staff have access to appropriate training opportunities Communication Acting as the main contact point for the specialist area of work and providing advice and support to directors, budget managers, other staff and with external partners Establishing and maintaining effective working relationships and engagement with internal and external colleagues Producing and presenting evaluation and progress reports to team members and the Board Advising staff on changes to legislation and statutory requirements Discusses very detailed contractual issues with staff and suppliers and negotiates complex contracts on a regular basis Communicates complex IM&T and corporate issues to non IM&T managers and staff Contributes and may deliver contract management training guides for staff involving prolonged concentration Knowledge, training and qualifications Master s degree or Doctorate or equivalent level of knowledge acquired through experience and further training/development Highly developed specialist knowledge across the range of work procedures and practices underpinned by theoretical knowledge and relevant practical experience Knowledge of procurement methods and business analysis techniques for the public sector Experience of producing IT specifications working alongside IT technical staff to produce fit for purpose specifications and tender assessments for the public sector Ability to comprehend and teach to others complex software and IT equipment instructions Knowledge of current developments in the NHS Knowledge of developments in NHS and Public Sector software licensing Awareness of the extent and nature of the Institute s stakeholder community Knowledge of workflow and operating procedures Understanding of IT support systems An understanding and commitment to equality and diversity Experience Experience of contract negotiation Experience of IT procurements Experience of computerised information systems used in an office environment Experience of working with a wide range of suppliers Skills Excellent oral and written communication skills, including the ability to communicate complex ideas to a range of audiences and to generate trust and confidence in individuals at all levels both within and outside the organisation Effective and persuasive communicator, with a high degree of personal credibility Ability to engage effectively with a wide range of stakeholders, both internally and externally Ability to analyse and interpret complex information and present it clearly and precisely, both verbally and in writing Ability to critically appraise and analyze tender documents both internally and from suppliers Ability to cope with multiple and changing demands, meet tight deadlines and exercise sound judgement in the face of conflicting pressures Ability to think and plan strategically and exercise sound judgement in the face of conflicting pressures Ability to manage a portfolio of projects | ||
